They do not lock, but the tight clip-ons offer a certain level of security. They come with plastic inserts to offer structure and durability, which is great for larger items or heavier loads. However, the instructions for installing these inserts are not particularly helpful. The panniers cannot be separated, but the inserts can be removed should you need to store them. There is a 6-inch center section with a handle. The panniers should fit on any bike with a suitable rack.
