Answer: It should be perfect. I bought my 5 yr old his first Christmas and he wasn't quite 4 ft. He's doing great with it and loves it. -

Can you add handlebar streamers to this scooter?
Answer: The grips have a solid plug in each end with elastic string to hold on the handlebars. This will not allow streamers to be inserted into grip. -
